Clayton Lockett was was already a four-time felon when he was convicted of first-degree murder, rape, kidnapping, and robbery during a 1999 crime spree. Lockett shot 19-year-old Stephanie Neiman with a sawed-off shotgun, then then watched as his two friends and accomplices buried her alive.
