They knew with 100% certainty that this was not a terrorist attack, after a simple check of the license plates told them exactly who she was. The Capitol Hill Police even had her stopped and pinned between a barricade and a police vehicle, and they could have taken her down without killing her at that time, but the Capitol Hill Police waited until she started backing up before shooting and killing her.
The Capitol Hill Police could have boxed her in if they had the skills to do so, but obviously the Capitol Hill Police would rather shoot and kill an unarmed lady, in front of her child, and endangering the life of her child in the process, as well as many pedestrians in the area. The Capital was protected by barricades that she was not able to drive through, so there should have been no reason to shoot and kill her in front of her child.
We know that the Capitol Hill Police are saying that they didn’t know if it was a terrorist attack, but that is just a coverup answer, and there should be a full investigation into the actions of the Capitol Hill Police.

CBS News correspondent John Miller reports there will likely be an internal investigation into the Capitol Hill car chase that ended with the driver dead.
Washington Police Chief Cathy Lanier confirms shots were fired in at least two locations during the chase.
Authorities will want to know what was going through the minds of the officers who opened fire.
Miller says once the car crashed into the barriers outside the White House, training instincts would kick in for officers and Secret Service agents.
Because the White House and Capitol building are sensitive locations, their training and reactions would be heightened.
They would have to assume it was a terror attack and consider the possibility that it might be a car bomb.
Afterwards, police described what happened as an isolated event and said they saw no indications of terrorism.
