El Paso Police Officer Jose Flores Shoots & Kills Handcuffed Man Instead of Using Taser

El Paso Police officer Jose Flores shot and killed 37-year-old Daniel Saenz, who was already in handcuffs.

It seemed that the two officers actually uncuffed the man after shooting him, and after realizing that the man was about to, or had already died.
Why did the officers un-cuff the man? Were they thinking it would be easier to perform CPR without the cuffs, or were they planning on claiming that the murdered man was un-cuffed to begin with, thereby giving the officers a better chance at claiming self-defense in court?

I don’t think they un-cuffed the man to make CPR easier because the two officers just sat there and watched the man bleed to death until it was too late. They actually waited over a minute and a half, watching the man bleed out. Was this because they didn’t want him to live and be their worst nightmare as a witness in court?

The lies are already flying though, as officer Jopling blamed the shooting on the other officer, stating that the other officer’s “arm then hits the trigger hand …
