Who wants to tell him? If your people didn’t steal everything they can, or if shoplifters were held responsible for the crimes they commit, just MAYBE the stores would stay open.

The shoplifting in some areas has gotten soo bad that Walgreens actually changed the layout of the store to prevent theft. Unfortunately, it still didn’t work.
