Ammo Buy-Up: National Weather Service to Purchase 46,000 Hollow Point Bullets

Following the Department of Homeland Security, which bought-up 450 million rounds of .40-caliber hollow point bullets, now the National Weather Service is purchasing 46,000 rounds of hollow point bullets.

Why are multiple non-military agencies of our government buying-up all of the .40-caliber hollow point ammunition?

Are these agencies gearing up for a new civil war, or are they just trying to take the ammunition off the shelves so law abiding gun owners will not be able to purchase it?
It could be that this is a round-about way to enact gun control, as it would be very hard to shoot a gun without the ammunition.

Why would the National Weather Service need to purchase large quantities of powerful ammo? That’s the question many are asking after the federal agency followed in the footsteps of the Department of Homeland Security in putting out a solicitation for 46,000 rounds of hollow point bullets.
